Juliana is a poised and client-focused principal who is passionate about understanding the key components of any project and is willing to roll up her sleeves and dig into any challenge. She is a tireless leader whose pro-active approach helps keep Blackline’s clients prepared for obstacles that may arise during a project. Blackline is blessed to have her dedication and leadership as an example for the firm.

 

Mrs. Bihlet has been working in the civil engineering industry since 2005 and has experience related to design and construction management for commercial sites, residential land development, and public works projects. She has been responsible for the engineering design of water distribution systems, waterline replacement projects, wastewater collection facilities, roadways, storm drainage, and detention systems. Mrs. Bihlet has designed and implemented Storm Water Quality Management Programs for utility districts within Harris and Fort Bend counties.  Mrs. Bihlet has extensive knowledge of TCEQ and local agency requirements. In her role as District Engineer for her Municipal Utility District (MUD), she attends Board of Directors meetings, coordinates directly with other MUD consultants, prepares municipal bond application reports and works with the Districts on their infrastructure needs.
